Richard Murphy, over at taxresearch.org.uk has an interesting slant on why the "listening exercise" on NHS reforms has been called.

There is basically too much heat at the moment and it may be the government's intention to walk away and come back later when things have cooled down. I think this is entirely plausible, especially if it concertinas the agenda once it comes back into the frame.
